Orion Support Incorporated (OSI). is an investigative and security consulting firm that was formed in 2001 by Mr. Jeffrey A. Williams, CPP, President and Managing Director, and  Mr. Thomas J. Kane, CPP, Vice President.   Jeff and Tom have over 45 years of combined worldwide investigative and security consulting experience, with over 25 years of investigative experience, Philippine-wide, as Special Agents with the U.S. Air Force Office of Special Investigations (OSI), and then as commercial investigative and security consultants with Pinkerton Consulting and Investigations Service. 

 

Jeff and Tom left Pinkerton in 2001, Tom as their Managing Director for Pinkerton Philippines and Jeff as that firm’s Asia Division Vice President.  Jeff was recognized by Pinkerton U.S.A. as their Worldwide Investigations Managing Director of the Year in 1997 and as the Pinkerton International Manager of the Year - ­ Leadership Award in 1998.  Jeff and Tom have conducted hundreds of due-diligence, litigation support, fraud, background and asset tracing investigations, Philippines-wide.  They have also conducted many and varied risk assessments, security surveys, VIP protection, crisis management and security audits for numerous U.S. Fortune 500 companies entering into or already operating in the Philippines, to include within high risk areas of the southern Philippines.  In addition, they have supervised the conduct of several thousand Intellectual Property Rights (IPR) investigations and over 700 successful IPR enforcement actions since 1992.  They are supported by Mr. Robert L. Heafner, a former Special Agent with the Federal Bureau of Investigation , who spent his last nine years with the Bureau as the Legal Attaché at the U.S. Embassy, Manila, retiring in 1998. 

 

Mr. Mike O. Domingo, Mr. Giovanni Parado and Mr. Alvin Ambion, three local investigators that have worked closely with Jeff and Tom for the past twelve years, head up OSI’s ten member investigative team.  These three investigators have a combined total of 50 years of due-diligence, litigation support and intellectual property rights (IPR) investigative and enforcement experience and have averaged over sixty warranted IPR enforcement actions per year, for the past twelve years.  Both Jeff and Tom are board certified by the American Society for Industrial Security as Certified Protection Professionals. And, their over 25 years of investigative contacts within the Philippine National Bureau of Investigation, Philippine National Police, Intelligence Service of the Armed Forces of the Philippines, the Military Intelligence Group and other Philippine government agencies is unparalleled in the international community within Metro Manila.  Jeff is also currently Co-Chairmen of the Intellectual Property Rights Committee of the American Chamber of Commerce in the Philippines .
