PROFESSIONAL EXPERIENCE

Virtual Systems Group, Chief Executive Officer.  For six years served a confidential list of commercial clients with internal investigations, initiating access control and intrusion detection systems (including biometric devices), and establishing or evaluating loss prevention programs.  Additionally:

Provided project management and security systems design expertise for the re-engineering of internal and perimeter security measures for the multi-storied, quarter mile long, top secret Chemistry-Metallurgy Research Facility at the Los Alamos National Laboratories.

Established the contract security protective force and evaluated internal and intrusion detection security systems at the National Drug Intelligence Center (NDIC).

Developed the security systems access control and intrusion detection design for the multi-storied Sensitive Compartmentalized Intelligence Facility (SCIF) housing the Center for National Security and Arms Control (CNSAC).

Provided the Army Corps of Engineers with a peer review for classified Range Control Center design plans - White Sands Missile Range .

  U.S. Department of Energy (DOE) - Nuclear Safeguards and Security.  Three years developing Master Safeguards and Security Agreements (MSSA's) and conducting Vulnerability Assessments (VA's) for the DOE's Savannah River Site (SRS); the Lawrance Livermore National Laboratories (LLNL); and the Los Alamos National Laboratories (LLNL).  Analyzed complex Standard Operating Procedures controlling the SRS New Special Recovery-Plutonium Storage Facility (NSR-PSF) operations for relativity to implementing DOE Safeguards and Security Orders.  Facilitated computer modeling of existing safeguards and security features and vulnerabilities to determine overall protective system viability. Evaluated risk of special nuclear material and reactors to theft and/or sabotage. Developed protection upgrades/strategies and evaluated their cost effectiveness.

U.S. Department of Energy (DOE) - Computer Security.  Developed and indexed extensive computer security library including National Computer Security Center Standards, Department of Defense Trusted Computer System Evaluation Criteria, appropriate DOE Orders and the latest commercially available materials on computer virus/anti-virus issues. Evaluated the Savannah River Site (SRS) Electronic Safeguards and Security (E3S) Computer System's ability to meet classified material handing criteria.  Wrote the initial SRS Computer Security Software Management Control (SOFCON) Program. Conducted computer security accreditation assessments for equipment processing classified information.

U.S. Department of Energy (DOE) - Support for Transportation Safeguards Division Academy .   Deputy Project Manager for $10-million contract to develop, establish, operate and maintain a computerized property control system; write standard operating procedures; provide statistical analysis, mobile video/data collection, interface enhancements to the Multiple Integrated Laser Engagements System (MILES), armorer, and clerical support.  Developed budgets and managed the Academy’s procurement activity.

U.S. Department of Energy (DOE) - Operational Effectiveness Exercise (OEE) development.  An 18 month effort to define, plan, execute, operate and logistically support a classified OEE involving 13 Federal and State agencies and over 3000 "player" and support personnel to test the capability of US DOE Nuclear Materials Couriers to protect materials in transit; and the ability to demonstrate interface/coordinated efforts with State and other Federal Law Enforcement agencies. Applied synchronous playback/editing techniques to produce video products for briefing the Secretary of Energy and his staff. Developed methods to fix perceived vulnerabilities in nuclear materials transport protective system(s).

Department of Defense - Defense Logistics Agency (DLA) Command Security Office development.  For a five year period, established and managed an investigative organization responsible for 31 locations throughout the United States , Europe and Asia .  Developed criminal investigative capability for a DLA activity which annually procures, stores and transports material worth in excess of 30 billion dollars.  Devised methods to detect fraud and dysfunctional systemic procedures within the agency's procurement, transportation, storage, and financial management systems.  Provided the first Systems Security Program for the DLA's largest computerized data processing, inventory management and financial control capability.  Conducted investigations into alleged corrupt practices of senior agency personnel.  Established close liaison and created excellent cooperative atmosphere with other federal, state and local law enforcement and private security agencies.  Managed programs for electronic surveillance, information and personnel security, intelligence/ counterintelligence, loss prevention and distinguished visitor protection.  Developed training programs and instructed innovative investigative methods at seminars across the United States , Europe and Asia for all applicable federal agencies' investigators.

USAF Tactical Air Command -  Organizational Development. Served as Chief of Police/ Commander on two air bases with severe police mission failure.  Worked internal affairs investigations which resulted in the removal of police officers who were involved in illegal/unprofessional conduct.  Established appropriate undercover operations in multi-jurisdictional environment managing informants, confidential sources and funds.  Prepared cases for prosecution in the areas of arson, abuse of authority and conspiracy.  Managed routine law enforcement functions.

USAF Europe - Management. Corrected past mismanagement results in 300-man USAF police organization securing a foreign airbase.  Encountered and resolved Host Country/American cultural differences, racial tension, 50% drug abuse within police ranks and extensive black market activity.  Investigated corrupt practices involving collusion between American/foreign officials and contracting organizations.  Conducted long-term undercover/electronic surveillance operations which resulted in closing drug laboratories and over 20 black market establishments.  Supervised protection of nuclear materials including convoys within the European theater.  During periods of known hostile threat exercised security forces' capability to protect these assets.

USAF Tactical Air Command - Leadership.  Planned and directed the efforts of 300 police on an airbase containing a Major Air Command Headquarters, over 40,000 personnel and a nuclear security mission.  Conducted undercover operations with military police assets in cooperation with State, County, and City Police authorities.  Received "Best in Command" award for 1972 in competition with 23 other police organizations.

USAF Tactical Air Command - Policy Development.  Established security and law enforcement policy for 24 airbases and assisted a task force in developing USAF security policy worldwide.  Provided police expertise for the Inspector General's team.  Designed, published, and implemented Command's police proficiency testing program; and served as Team Chief conducting testing of Security Police Organizations' capabilities to protect stored and in-transit nuclear and conventional resources.
