Responsibilities:  Plan, direct and administer the business affairs of two investigative companies. Conduct and supervise complex corporate investigations, industrial and personal security matters, internal corporate inquiries, business background investigations, prospective investments, anti-competitive practices, corporate mergers, acquisitions, hostile takeovers, due diligence, and the full range of business and business-related investigations.  Locate missing witnesses, heirs, family members, natural parents of adopted children, children who have been given for adoption, and other individuals.

1986 - 1992        Vice President - The Investigative Group Inc., Washington, DC

Responsibilities:  Conducted and supervised the conduct of complex investigations, corporate investigations, mergers and acquisitions, personal and business background investigations, asset location, internal corporate inquiries, due diligence investigations, prospective investments, cases of anti-competitive practices, corporate, industrial, and personal security matters, white collar and other criminal and civil investigations.

1979 - 1986        Criminal Investigator - Office of Special Investigations, Criminal Division, US Department of Justice, Washington, DC

Responsibilities: Conducted criminal investigations of the most complex and sensitive nature, having national and international implications.  Participated in the development of policy and guidelines for the conduct of such investigations, and provided for their implementation.  Coordinated investigative efforts with national and international law enforcement and intelligence communities and provided for the imposition of legal sanctions.  The objective of these investigations was to detect and bring to justice alleged Nazi war criminals residing in the United States.  Served as Office of Special Investigations Security Officer.
1978 - 1979        Special Projects Officer - Division of Law Enforcement, US Fish and Wildlife Service, Department of the Interior, Washington DC

Responsibilities:  Drafted nationwide coordination plans and provided recommendations on policy and program guidance.  Carried out special studies on policy and program issues.  Coordinated law enforcement activities with field entities to facilitate programs and operations.  Maintained liaison with specified federal law enforcement authorities.  Directed the design, development of procedures, and coordination of all activities relating to the Law Enforcement Management Information System.

Accomplishments:  

1.  Developed policies and procedures for the care, custody and control of property seized as evidence, and for personal property acquired by law enforcement personnel by other means.

2.    Developed procedures to obtain forfeiture of property acquired by the Service.

3.    Developed policies and procedures for the use and disposition of forfeited property.

4.    Developed and established policies and procedures for the investigation of equity matters as applied to petitions for remission or mitigation of property seized by officers of the Service.

5.    Edited and revised policies and procedures for the conferral of law enforcement authority on Service employees, and revised procedures and policies concerning the commissioning of non-Service employees as US Deputy Game Wardens.

1973 - 1978        Deputy Chief - Division of Law Enforcement, US Fish and Wildlife             Service, Department of the Interior, Washington, DC

Responsibilities:  Planned and directed the administration of the  Division of Law Enforcement.  Evaluated performance of programs providing coordination between functional entities in the Washington office and those in the field.  Proposed policy determinations and provided for implementation by developing procedures and guidelines.  Responsible for the development, organization and conduct of all law enforcement and investigative training in the US Fish and Wildlife Service and for the development, initiation and maintenance of an automatic data processing system with a network encompassing all law enforcement offices of the Service.

Accomplishments:

1.    Restructured the Division of Law Enforcement by:

a.    Abolishing the role of six Management and Enforcement Regional Supervisors and by establishing thirteen Law Enforcement Districts without the constraint of state boundaries.
b.    Changing the name of the Division from "Management and Enforcement" to "Law Enforcement."
c.    Changing the title of the criminal investigative position from "US Game Management Agent" to "Special Agent."

2.    Centralized and established an applicant suitability screening process for Special Agents and implemented a professional training program.

3.    Developed and established a centralized uniform law enforcement management information system.

4.    Codified law enforcement procedures and policies in a publication entitled "Law Enforcement Manual."

5.    Established standards and criteria resulting in the US Civil Service Commission's acceptance of a raise in the journeyman grade for Special Agents from GS-9 to GS-11.

1969 - 1973            Special Agent - Analyst  (Special Projects Officer), Office of Investigations, US Customs Service, Department of the Treasury, Washington, DC

Responsibilities: Conducted organizational investigative and enforcement studies, drafted instructions and regulations, coordinated and developed policy with representatives of the General Accounting Office, Office of Management and Budget, Department of Justice and others; developed and conducted training programs and served in a liaison capacity to Customs Training and Career Development Division.  Conducted field surveys and inspection of field offices for purposes of program planning, development and evaluation. Provided for technical equipment evaluation, acquisition, deployment and maintenance.  Represented the investigative training function of the US Customs Service on the Cabinet Committee on International Narcotic Control.

Accomplishments:

1.    Established an academy-based Special Agent Basic and Advanced Training program at Hofstra University (presently based at Glynco, Georgia), trained and staffed six instructor and two clerical positions on-site and administered the ongoing program.

2.    Devised and implemented a recurring field office  inspection program to assure compliance with national directives, policies and procedures, and to identify training needs.

3.    Developed and implemented a program which resulted in the recruitment, training and equipping of Customs Security Officers (Sky Marshals) to address to the President's mandate to quell air piracy.

4.  As Customs training representative to the Cabinet Committee on  International Narcotic Control:  Negotiated and established narcotic interdiction training in Santiago, Chile; Rio de Janeiro and Brasilia, Brazil; and evaluated such training in Panama City, Panama; Caracas, Venezuela; and Buenos Aires, Argentina.  Conducted a major study on international narcotic suppression for the government of Iran that involved travel to Iran, Iraq, Turkey, Afghanistan, Pakistan and Kuwait.

Responsibilities: Development and instruction in courses on enforcement law and criminal investigation.  Responsible for development and maintenance of facilities and equipment, fiscal planning, accounting and control, personnel planning and scheduling.

Accomplishments:  Developed courses in Criminalistics, Photography, Marksmanship, and Arrest and Handling of Prisoners.  Developed and implemented a student and staff evaluation system.  Participated in the development of the Federal Law Enforcement Training Center (now located at Glynco, Georgia), and served as Chairman of the Housing and Rooms Committee.

1961 - 1966            Customs Enforcement Officer, Customs Port Investigator, Customs Agent - US Customs Service, Office of Investigations, San Pedro, California; Nogales, Arizona; and Los Angeles, California

Responsibilities:  Conducted criminal investigations and engaged in enforcement activity relative to violations of Customs law.

Accomplishments:  Served on detail in a covert capacity to the Los Angeles Police Department.  This activity resulted in the apprehension and conviction of several hundred violators.
